PA: Five years after Grace Packer murder, Pennsylvania lawmakers seek stronger child protection system (Includes video)

More than five years after the horrific rape and murder of 14-year-old foster child Grace Packer, two state lawmakers have introduced a package of bills in her name intended to plug holes in the child protection system. Republican Reps. Craig Staats of Bucks County and Christopher Quinn of Delaware County moved ahead even though an investigation of the state’s handling of the Packer tragedy–being conducted by the office of state Inspector General Lucas Miller –is not complete.
