PA: Editorial: Protect PA’s children (May require subscription)

This year, USA Today Network has dragged into open view the too-often-fatal flaws in Pennsylvania’s child welfare system. In sometimes gut-wrenching detail, the series of investigative reports paints disturbing portraits of the short, anguished lives of children like Jarrod Tutko, of Dauphin County, and Antonio Gonzalez Jr., of Mercer County. In 2019 and the first three quarters of 2020, our reporters counted 97 death summary filings by child welfare agencies in Pennsylvania. Those agencies were in touch with 48 of the victims’ families prior to their deaths.
