The current adoption tax credit is non-refundable and therefore doesn’t benefit children adopted by families who have lower or moderate incomes. The Adoption Tax Credit Refundability Act (H.R. 3031/S.1156) would provide critical financial resources to hardworking American families who are willing to open their hearts and their homes to a child in need. This bill would ensure equitable access to the tax credit for families regardless of income level, and ensure that families receive the funds in full when they need them so that finances never stand in the way of a child having the loving family they deserve.
