NY: Counties hope state comes through with funds

The state, as the result of the Raise the Age legislation, is obligated to reimburse the counties for all costs arising from the program, provided that the county is within the property-tax cap, or, if it has exceeded the tax cap, that it can demonstrate that it has experienced a financial hardship. But while the first phase of the law is underway, many counties have not yet had their financial plans for Raise the Age approved by state bureaucrats, LaVigne pointed out.
